I know how to find resistance, current, and voltage through series/parallel circuits. The problem I'm having is figuring which part of this circuit to simplify first. What is the correct order of operations for each branch? Or how can I redraw this circuit to make more sense?
In this case I would use Y-delta transformation. As shown in the schematic below:

This should give you one unique solution for an equivalent resistance. It's probably an enormous equation, so luckily you have a CAS.
If you use ONE shared resistor it needs to be about (12-(5x2))/.030/3 =~~ 22R
BUT this is a bad idea as the 3 strings will not current share well. Better, as several say, is to use a series R per series string - souse 3 x 68 Ohms - one per string.

Like the users before me pointed out, you can solve it just by redrawing the circuit, and noticing a balanced wheatstone bridge.
