I just found a project on github, that uses an arduino to read and write the EEPROM of Stratasys Cartidges. Theres a UI to set whatever values you want to the EEPROM:

From what I could find, the manufacturer is Integrated Device Technology (hence the integral sign, it's part of their logo).
The chip is most likely the 7164 series asynchronous static RAM.
