I have SIM800L module,
when I try AT+CSQ it returns 0,0
when I tried to remove the sim and try again it returns number, 0 (25,0)
and I cannot register to a network
so AT+CREG? returns 0,2
should I activate something or do another command before trying to do CSQ or either connect to a network..
when I try: AT+COPS=?
it lists all networks available, but cannot connect to any of them

According to this your Received signal strength is -63dBm. RSSI (=Received signal strength indication). As you say, you can receive RSSI without SIM (SIM IDs you in the network as a user so you can make calls. All the radio capabilities are in the phone, you can check the signal strength without the SIM).
For checking the available networks use:
AT+COPS=?
+COPS: [list of supported (,long alphanumeric,short alphanumeric,numeric[,])s][,,(list of supporteds),(list of supporteds)] +CME ERROR:

Your schematic doesn't have a bypass capacitor on VCC. Adding one might help. To maximize its effectiveness, solder it on as close to a pair of VCC/GND pins on the chip as possible. Looking at your schematic, the best bet would be pins 14 and 15.

I found the solution, it was from the power it takes. when the module is trying to connect to a network it consumes a lot of power, so I lower down the resistor.
now it is stable and connect smoothly.
try to check your module datasheet and check the power consumption
