According to datasheet of TRIAC driver optocouplers MOC3041 it can bear 400v 1A, is that means we can use it without triac if the load draws current lower than 1A? if NO why? i tested it for a small 5W LED lamp and works well but dosen't work for 30W CFL lamp.

I know what means Zero cross detection but what dose Zero cross detection INSIDE this optocouplers?
Your simulation is far too pessimistic, because you are opening your switch at a zero-crossing of the source voltage. Because of the inductive nature of your load (the motor), this corresponds to nearly the peak current flow.
In actuality, your triac will conduct until the current zero-crossing, at which time, there will be very little energy stored in the inductance of the load.
Um..it looks to me like the MOC is not turning on... since there is no R load circuit path. According to the MOC spec it should look like this....
The load is on the other side of the gate on that too...
Also be aware, driving an inductive load with an SCR is a bit different from a resistive load.

The peak current rating is 1 amp. Read the data in the snippet you posted. That peak is for 100 us repeated 120 times per second. This is not the continuous RMS current rating of the device.
