Based on another question recently asked, this package is very common, used in high current LED applications (0.5W ~ 3W). The package includes the led chip, lens, heatsinking, but can vary in light radiation patterns. Very common, they have been around for years if not decade. But I have never found a common package name, unlike other led types (5mm, 3mm, Straw Hat, 1206, 0805, etc). Is there a common name, or even a JEDEC or similar standard to standardize this type of package?
The stripe marks the Pin 1 end. With Pin 1 to the left, the rest of the text is right way up, as further confirmation - as has been the convention on all DIP ICs (and SOIC) I have ever seen.
What is typical for these types of packages is that the leadframes are ordered in and come in a flat stamped sheet like reel of metal, the leads are shaped and placed in the mold for the epoxy injection. If you want to reuse an existing mold but want to leave out a pin or leg then you need to have a vestigal lead in there to prevent the epoxy from squeezing out during molding. It is either than or get a new mold made. Here is what a untrimmed lead frame looks like before forming (but for a different product/package type).
I am unaware of what a generic term might be for this. I've heard variously, dropped/missing/blank pin. But I am sure it's not industry standard.

The package is called by different trade names by companies,
Lumileds Corp calls them "Barracuda",
while
Osram Opto. calls them "Dragon".
The important feature of the package is a heat-conducting metal center, the "heatsink slug", that can be soldered onto a larger heatsink below:

A possible reason for not having a clear type code for this package could be that it was not actually a LED package, but just a more generic heatsink-with-extra-plastic-lens.
