What are the blue components seemingly labeled "69:1" in the attached image?
There is reason to believe that they are resistors, but of what value?
I thought perhaps the ":" is a "00" written on top of each other – but I couldn't find a 5 digit SMD resistor coding convention.
The reason is that 'default' surface material used in resistors is suitable for printing, while on caps(ceramic dielectric) it's not. Extra coating would increase price & reduce cap quality, that's why they don't do it usually. When caps are big enough & plastic, they usually have markings.
I'll be an outlier here and guess that it's a (blown) 0.5A "pico fuse" style fuse, and I'd be pretty sure if it's the first thing connected to the mains wire.
Break it apart you'll quickly see what its made of (and can easily rule out inductor, if there's no copper wire inside). A fuse and a resistor may not be easy to distinguish.
If it is a fuse, and if it's blown, there's a significant chance other stuff is blowed up good. Poke around and check the power semiconductors and diodes.

The 'cement' finish in the OP's photo (rather than the smooth lacquer you'd expect on an inductor or resistor) is another not-so-subtle clue as to the functionality.

Per the comments, the assumed colon was actually an 8.
SMD component was a resistor with value code 6981 (6980 ohm).
