I think that is a metal oxide varistor (MOV) or another TVS (Transient Voltage Supressor). Look at this symbol table.
The MOV symbol is near the middle of the table, with an image.
The FCC label denotes that the device conforms to FCC standards, meaning that it has limited electromagnetic interference with other devices.
That has little to do with bad blocks though.

It's a piezo transducer, a 113KHz piezo buzzer, although I don't know if you can call it a buzzer if you can't hear it. Used here in what looks like a mist maker.
