Can some one tell me what this type of switch is? It seems kind of like a trigger in action.

It's usually called a "detector switch". Digikey has them listed under "snap action, limit switches". There are many kinds, one similar type shown below.
I would call it "Alternate Action" if the button returns to the same position each time you remove your finger, but the switch position changes on each press.
With a latching button, I'd expect the button to stay partly depressed with the switch in one position, and fully out with the switch in the other position.
I don't think I've ever seen a switch with the delay function you describe. That sort of thing would normally be done with the aid of a microcontroller or time delay circuit.
That's just a normally-open momentary closed switch, available in either push-button or spring-return toggle flavors, and you'd use it to trigger something like a 555 timer in order to keep the light turned on for as long or as short as you liked.
