I think this is a Mylar tape, but why they come with it? I guess its so to make the Pick and Place machine job easier?
And why is so common to find them holding cables inside some laptops? Just because they are fire resistant?

You won't experience problems with vias: 8 or 10 layer boards 1.6 mm thick are common, and then the individual layers are thinner than a 4 layer board of 1.0 mm thickness.
A 1.0 mm PCB will be less stiff than a 1.6 mm, but unless you want to place a heavy transformer on it (don't!) this won't be a problem either.
Standard thickness panels may be up to 635 mm (25 inch) wide, but your manufacturer will limit that for 1.0 mm thickness. Ask him how wide a panel may be.
Overall, a 1.0 mm board is a bit less stiff, but for boards up to Eurocard format (160 mm x 100 mm) I wouldn't worry about it.
0603 is 1.5 x 0.85 mm.
There are diodes available in "SOD-323" (aka SC-76) package, which is 1.7 x 1.25 mm, pretty close to an 0603. Digikey lists ~250 part numbers, from over a dozen manufacturers, for single rectifier diodes in this package size.

Its kapton tape. It has two very interesting properties - its a great insulator, and its heat resistant - to the point where flexible circuit boards are made from it. You can solder without melting it (or even solder it), which makes it great for protecting parts from shorting when wave soldering.
