From the label on thermostat I can read the following, but can't decode it to understand the max current.

C1-16(3)/250~
C2-6(1)/250~
Does anyone know what is the 16(3) and 6(1) means? The device(oven) has 1.15KW power mentioned on the back? I am trying to substitude this thermostat with simple relay, but would like to get one with proper current. Wires connected to it and thermo elemt are 2mm thick, if that helps.
I'd say its a Capacitor with 2,2nF capacity and voltage up to 630 V. A usual multimeter has 10µA (or more) current flow, which will discharge this low capacity very very quickly - no chance for reading a voltage here.
This is a Hongzhi Enterprises (HEL) brand metal-oxide varistor.
The website doesn't mention pending safety approvals, but this part has both UL Recognized component and (what looks like) CSA marks on it. It's not surprising that the website is a little out of date, I've seen it quite often with offshore smaller suppliers.
I've never used this brand of part, so I cannot speak for its robustness.

I agree with others that this is most likely intended as a transient clamp meant to suppress the inductive kickback of a de-energized relay coil.
