I'm not very familiar with electronics. Especially I have never wired a 230 V power supply manually.
There is a Mean Well RT-65D power supply.
I have a rubber connector with open wires blue, brown and yellow-green.
And I have a consumer which needs 24 V.
My suggestion is (edited):
brown => Pin 1 (AC/L)
blue => Pin 2 (AC/N)
yellow-green => Pin 3 (FG)
consumer +24V => Pin 6 (DC OUTPUT +V2)
consumer GND => Pin 7 (DC OUTPUT COM)
Is that correct?
You have no load connected, and the data sheet you cited shows minimum loads for each rail (2A for 5V, 0.4A for +24V, 0.1A for 12V).
Not all power supplies can operate at zero load. Operating the power supply outside of specification (i.e. less than the specified current range) isn't guaranteed by the datasheet. Most likely it's losing regulation and shutting down to protect itself.
Try connecting some load and try again. If you have the minimum load on all 3 outputs and the unit still hiccups on and off, it may be defective.
My guess is that the media player used a vacuum fluorescent display (VFD) and that the -24 V was required for that.

+5 V is clearly for the logic.

Thanks to @DaveTweed for suggesting "filament" for F+ and F-. This led me to the Noritake Itron page linked above. They state:
The electrons emitted from the cathode filaments are controlled by the grids. When the grid is supplied with a positive voltage, it attracts the negative electrons, diffuses them and, due to their acceleration, many flow through the grid mesh towards the anode (opposite charges attract). However, when the grid is supplied with a negative voltage, it repels the negative electrons and prevents them from reaching the anode (similar charges repel).
The rest of the article is quite interesting and detailed. I was not aware of the details of operation. I think the filaments are visible as seven light horizontal lines in the photo of Figure 1.
