Magento – Edit ‘Shopping Cart is Empty’ page

I am trying to edit Shopping Cart is Empty page. But I am unable to . I am editing checkout/cart/noItems.phtml in template directory. I tried to editby writing a "test" in html and also echoing via php, but nothing shows in front end

You're editing the right file. I have a few suggestions.

Make sure you clear the caches every time you modify phtml files.
Enable Template Path Hints in System > Configuration > Developer. Change to a store view to see this field. Go back to empty cart page and you should see the right path.
If 2 is not an option (e.g. you're on a live site), check System > Configuration > Design. See Current Package Name and Templates fields. You have to edit app/design/frontend/[Current Package Name]/[Templates]/checkout/cart/noItems.phtml. If Templates field was empty replace it by default.

I think the problem here us because reviews are attached to the product and not the cart item. To add the review to the cart you need the product and not the cart item. If you update your code as follows:

$reviewHelper = $this->getLayout()->createBlock('review/helper');
echo $reviewHelper->getSummaryHtml($_item->getProduct(), 'short', true);

Then it should display the summary. Basically you need to load the product from the cart item and then pass this to the review helper function.

I was facing this problem on Magento 2, and realized it only happens when using Redis.

The problem was solved by increasing break_after_frontend from 5 to 15 in app/etc/env.php. I saw people struggling with the same problem on Magento 1, and the solution is quite much the same, but in app/etc/local.xml as described here.
