Magento – USPS configuration isn’t working

I am setting up a Magento store on Community 1.9
I am trying to configure USPS shipping. I can't figure out what I'm doing wrong – all I see when I do a test order is "Sorry, no quotes are available for this order at this time."

I'm attaching a screenshot of my configuration. The only thing I'm not sure about it "Packages request type" (what does this mean???) but everything else should be all set…any ideas for why this isn't working? enter image description here

Change the container to be regular. If this doesn't work then change test scope to develop and try again.

If all else fails then you need to inspect the logs on the filesystem. If Developer Logging is on then you will see a file under /var/export that is specific to USPS. This will tell you the reason for failure.

99% of the time its an authorization issue.

I would suggest enabling debugging for the FedEx shipping module. From the backend:

SYSTEM >> CONFIGURATION >> SHIPPING METHODS >> FEDEX >> DEBUG = YES

Also make sure logging is enabled:

SYSTEM >> CONFIGURATION >> DEVELOPER >> LOG SETTINGS >> ENABLED = YES

You can find the file shipping_fedex.log located in the /var/log folder under the site's root.

Open up the log file and inspect a few key areas:

Origin Service Area
Destination Service Area
Total Base Charge (should match the list found at ftp://ftp.fedex.com/pub/us/rates/downloads/documents2/2Day.pdf -- remember this is the base charge before any surcharges or discounts are applied)
Surcharges - The fuel tax and residential delivery amounts should always apply (assuming residential delivery is enabled in backend). Also check if there are other surcharges being applied, such as the $15 fee for Saturday pickups.
Discounts - Check that your account discounts are being applied. I believe these should be something along the lines of 30% discount for the Earned discount type (I believe that's what's tied to the account) and the 15% Automation Bonus (which I believe is because you are submitting through the API).

Just be thorough and check each value and try to compare these with the rate details from the FedEx site. When creating a new shipment, you should be able to hover each of the rate amounts returned to provide more detail on the rate breakdown. This wasn't working for me (it just showed $0.00 for all amounts, I'm not logged into an account since I don't have one).

So the question is, why is $groups == false?

There is only one place I can find where the ShippingRateGroups is set:

/app/code/core/Mage/Paypal/Block/Express/Review.php:216

I searched for setShippingRateGroups() and Shipping_Rate_Groups

This value is somewhere loaded and set implicit. Good luck with the debugging.
