I already checked all the quotas and they seem to be fine. Don't know what cause the error?

It looks like a know issue. Have a look at this case at the Google Public Issue Tracker.
Google App Engine product team is already aware of this issue and it is currently being investigated. You can follow this case to be informed about progress or possible workarounds.
Unfortunately, there's no ETA at the moment.
As a possible workaround you can set the max num instances to less than 8 (as per the error message).
