This question already was here. The problem is in the user rights.
From another topic: "Apparently in Windows Server 2012, the ADMINISTRATORS have the permission to create a file (here the encrypted file) while this user does not have the permission to send it. and SYSTEM user has the permission to send but not to create." The system cannot find the file specified- Task Scheduler. Win Server 2012
So give more right to your user or log in as Administrator.
I don't think the task scheduler GUI gives any way to run an interactive task. But the AT command does appear to. I found this article on technet that describes (among other things) the /interactive switch for the AT command.
One of the gotchas of scheduled tasks is, that tasks can run as different users - essentially in their own session. They are usually not desktop-interactive processes. You can make this happen by making the task run only if the user is logged in. Another thing is that maybe you could create a batch task that starts the other batch files, there are different commands that allow you to specify how a batch file or executable runs. "start" is one that provides a bunch of options, "call" is another - for batch files specifically.
Another option is to try Yintersync (yinter.net), free, for Windows, works with rsync, is very stable, supports shadow copies. It was the only working solution I could find that was both stable and fast enough.
