Time zone not recognized on Windows Server 2008 R2

I am working on a Windows Server 2008 R2 64-bit virtual server hosted at GoDaddy.

Whenever I change the time zone to Amman (UTC +2:00), and wait around 1 minute, a message appears in the clock fly-away indicating that the timezone is not recognized. And the time gets reset to its original value before changing the time zone.

Message: Your current time zone is not recognized. Please select a valid time zone using the link below.

I tried restarting the machine after changing the time zone but the message did not go away.

I tried other time zones (e.g. Pacific Time UTC-8:00) and the same thing happens.

Any suggestions?

I have found a the answer from godaddy's support forum here: http://community.godaddy.com/groups/go-daddy-customers/forum/topic/in-my-vps-windows-in-godaddy-i-cant-change-timezone/

All the VPSs automatically synchronize their time with the parent server. Changing the timezone is not allowed on the VPS level.

Windows (and Hyper-V by extension) keep the "CMOS Clock" (even on VMs) in local time, not UTC. Most *nix platforms keep it in UTC then display it in local time.

By default Hyper-V will set the clock of the VM, which in this case will set the VMs clock to your local time (EST/EDT). The *nix VM will need to be set to recognize this, as it's not the default (usually).

Alternately, you can disable Hyper-V's time sync, and have the *nix client sync it's own clock via NTP or similar. This will lead to occasional clock irregularities because the VM's clock isn't an independent piece of hardware, it's software running on the host (and isn't perfect; this isn't a problem unless your application requires a high precision clock).

Edit:
I don't know Linux, got this from someone else: For CentOS edit /etc/sysconfig/clock to include these lines:

UTC=false
ZONE="America/New York"

There may be other lines in the file, not sure what they should be. Enable Hyper-V's Time Sync, and the VM should have the correct time (as long as the host does).

I changed the time on my workstation and it wrote an event to the windows system event log with an eventId of 1. Text of log below:

The system time has changed to ‎2011‎-‎08‎-‎18T18:49:24.356138400Z from ‎2011‎-‎08‎-‎18T18:49:24.356138400Z.
