i have about every hour in IML (hplog) from HP DL360 G7 record:

The highest-clocked CPU I've ever seen installed in that model of server is the Intel X5470 (3.33GHz). The firmware or motherboard may not allow for the CPU that you're trying to use. Check the firmware release notes for more information. The X5482 (3.20GHz) is a 1600MHz front side bus CPU. The G5 ProLiants use the Intel 5000P chipset, which only supports (up-to) 1333MHz bus speeds.

Digging a bit further, the chipset on that server, the Intel 5000P, does not support the FSB speed needed for the X5482 CPUs you have. Later versions, like the 5400 Seaburg chipset, do support that particular CPU.

Personally, I would try to find a deal on the X5450 (3.0GHz), X5460 (3.16GHz) or X5470 (3.33GHz) CPU kits (HP part# 487511-B21) if you're determined to keep using those systems. However, the advent of the Nehalem and Westmere CPUs in the ProLiant G6 and G7 range represented a massive jump in performance for the applications I deal with. You may realize a more dramatic speed increase by going that direction over the clock-speed improvement from upgrading 2008-era processors.
Are you receiving an error, or are you just concerned that there's no fan present in slot #2?
The HP ProLiant DL360 G6 server uses three or four dual-fan block modules, depending on if the system is equipped with dual CPUs or a single CPU. (The extra fan module comes in the kit with the single processor option kit). Do you have a full fan block in the slot or a blank? On single-CPU models, there's a plastic blank in fan location #2 (empty in the photo below).
Since these are Linux and you have the HP agents installed, quickly post the output of the following commands:
hplog -v # This will show the HP IML log and the alerts tied to the fan failures.
hplog -t # This will show the temperature zones.
hplog -f # This will show the fan ID and status.
I'd like to see if these are consistent with what you're seeing from hpasmcli.
Post the server firmware and CPU configuration if you can. You can get a concise summary of both with:

All else, if your firmware version (Release Date) is older than the output I posted above, update the firmware for the server.

Please upgrade the BIOS on the server to the current revision. If this is reproducible on such a regular interval, that is absolutely the first thing I would try.
The safest way to run this update is to use the offline HP Service Pack for ProLiant DVD image. If not, can you tell us what operating system is in use? You can download specific updates for your server from here.
Beyond that, this could be a system board issue. You can try moving/reseating the DIMMs to see if the error message changes (following the DIMM). If it doesn't, it's likely the CPU socket for Processor 1. Inspect the LGA socket for bent pins.
