When I try running the following command, logged in as admin, I get the accompanying error:

You must have administrative rights on this machine in order to run this tool.
WTF? How many more admin rights do you get than an admin user?
It sounds to me like you have a 32 bit part of your application, and your trying to run it in a 64bit application pool in IIS. By default the application pool is 64bit on a 64bit OS. To enable 32bit mode you need to go to the advanced properties of the application pool and change the setting for "Enable 32 Bit Applications".

The command has to be run from an elevated command prompt, not just the normal command prompt. Even Admin needs to explicitly run an elevated prompt to do certain things.
