I've got a server with 64GB RAM installed (reported in both the bios and in Windows), but the system information from control panel displays the fact that only 32GB of this is usable.
I've only ever seen this with 32bit windows when there's too much RAM installed before.
It also seems unlikely that precisely half of the RAM is dodgy? Any ideas?

Msinfo32 is known to have issues regarding how it reports memory statistics, so I wouldn't rely on nor use it. What does Task Manager or Process Explorer report?
The fact that it shows twice the amount installed might be due to that particular dual processor platform's memory architecture.
Before upgrading, please refer to the memory limitations guide for the Intel E7320.
While I don't have a "here is your problem" answer, I do have a method of helping identify what may be the problem. Based off of what I'm reading here and what I can see on my own servers, Device Manager should be able to help you identify what's going on.
If you open Device Manager, change the view to "Resources by Connection" (not "Devices by connection"). The "Memory" node in there will give you a list of memory reservations by your hardware. Hopefully, the thing that's eating all but 4GB of your RAM will be listed in there. You'll have to convert the hex to RAM sizes, but it can be done.
In this case, the first PCI bus entry is reserving 128KB. The second "Motherboard resources" entry is reserving 64MB. The third PCI Bus is consuming 336MB. And so on.
Once you've identified the device, you're further along than you started.

Most likely a licensing problem. As an example, the Standard Edition of Server 2003 64bit can use only 32GB of RAM, not for technical but licensing reasons.
