I was running into this problem as well.
I was able to resolve the issue by running
sn -i <KeyFile> <ContainerName>
(installs key pair into a named container).
sn
is usually installed as part of a Windows SDK. For example C:\Program Files (x86)\Microsoft SDKs\Windows\v8.0A\bin\NETFX 4.0 Tools\sn.exe
. Most likely this location is not on the search path for your standard environment. However, the "Developer Command Prompt" installed by Visual Studio adds additional information that usually includes the correct location.
Based on your post that would look like
sn -i companyname.pfx VS_KEY_3E185446540E7F7A
This must be run from the location of your PFX file, if you have the solution loaded in VS 2010 you can simply right click on the pfx file from the solution explorer and choose Open Command Prompt which will launch the .net 2010 cmd prompt tool in the correct directory.
Before running this sn command I did re-install the pfx by right clicking on it and choosing install however that did not work. Just something to note as it might be the combination of both that provided the solution.

Here are the instructions:
1. Add an XML file for each configuration to the project.
Typically you will have Debug
and Release
configurations so name your files App.Debug.config
and App.Release.config
. In my project, I created a configuration for each kind of environment, so you might want to experiment with that.
2. Unload project and open .csproj file for editing
Visual Studio allows you to edit .csproj files right in the editor—you just need to unload the project first. Then right-click on it and select Edit <ProjectName>.csproj.
3. Bind App.*.config files to main App.config
Find the project file section that contains all App.config
and App.*.config
references. You'll notice their build actions are set to None
and that's okay:
<None Include="App.config" />
<None Include="App.Debug.config" />
<None Include="App.Release.config" />
Next, make all configuration-specific files dependant on the main App.config
so Visual Studio groups them like it does designer and code-behind files.
Replace XML above with the one below:
<None Include="App.config" />
<None Include="App.Debug.config" >
<DependentUpon>App.config</DependentUpon>
</None>
<None Include="App.Release.config" >
<DependentUpon>App.config</DependentUpon>
</None>
4. Activate transformations magic (still necessary for Visual Studio versions such as VS2019)
In the end of file after
<Import Project="$(MSBuildToolsPath)\Microsoft.CSharp.targets" />
and before final
</Project>
insert the following XML -- please note there are two steps for the proper transformation to occur:

Now you can reload the project, build it and enjoy App.config
transformations!

Check the target framework of the project you created. By default a new WinForms project gets set to .NET Framework 4 Client Profile. To fix your problem change it to .NET Framework 4.
To do this right-click your project and select Properties. On the Application tab set the Target Framework dropdown.
