I downloded and installed tomcat v9 but when I go in eclipse window-preferences-server-runtime environments-add there is no apache tomcat v9 , the highest version is v8 , and also the official apache website doesn't provide the download link for tomcat v8 anymore .

I'm guessing that you are running Eclipse Mars, or an even earlier release. You need to upgrade to Eclipse Neon or later to access Tomcat 8.5 and Tomcat 9. Preferably just move to the latest release: Oxygen.2 Release (4.7.2).
Once you do that you will see Tomcat v9.0 Server is available as an option in Eclipse:
