I'm honestly not sure what I did here. I've never seen this before. Xcode is now showing blue frames around every UI Element in my Storyboard. This goes for ALL View Controllers inside it. How can I undo this or fix this?

I've had this error many times. While TechZen's answer is absolutely right in this case, another common cause is when you change the name of a IBOutlet property in your .h/.m which you've already connected up to File's Owner in the nib.
From your nib:
Under 'Referencing Outlets' make sure that your object isn't still connected to the old property name... if it is, click the small 'x' to delete the reference and build again.
Another common cause if you are using Storyboard, your UIButton might have more then one assignings (Solution is almost the same as for nib):
You will see that there is more than one assign/ref to this button. Remove one of the "Main..." greyed windows with the small "x":
These solutions are way too difficult. The problem is that you have removed the project from filesystem but SVN still thinks they are there. Detaching project from SVN will work, the same for removing .svn folders BUT that is going to destroy your repository!
It is much easier to open console, browse to your folder ("cd /pathToYourFolder") and type the following command:
svn delete nameOfMissingFile
If the name of your missing file includes the @ character (eg: retina-specific artwork), ensure the file name terminates with the @ symbol:
svn delete nameOfMissingFile@2x.png@
For GIT repositories:
git rm nameOfMissingFile

They are the bounds rectangles for your UI elements - they help you see the size of the various elements where it may not be immediately obvious due to background colours etc.
You can turn them off by going to the Editor menu->Canvas->Show Bounds Rectangles
