I need to find out how I can allow our Sharepoint portal to support both windows authentication and form based authentication. The objective is to allow those users in our Active directory to sign into the portal using their active directory credentials, and at the same time we want to allow those users who don't belong to our active directory to register an account online and be able to access our sharepoint portal after their account is approved by an admin.

An excellent resource for connection strings can be found at Carl Prothman's Blog. Yoy should probably replace (local) with the name of the SQL server.

You will need to either configure SQL server to give the Domain Roles the access privilages you want. In SQL server you will need to go to Security\Logins and make sure you have the Domain\User Role (ie MyCompany\SharpointUsers). In your config you should have

DOMAIN_A.LOCAL must trust DOMAIN_B.LOCAL, otherwise users from DOMAIN_B.LOCAL will receivie a credential prompt since their DOMAIN_B.LOCAL account is unknown within DOMAIN_A.LOCAL.

Given that DOMAIN_B.LOCAL is for kisok users, you probably do not want to trust this domain.

You will need to extend the web application into a new zone and either implement forms based authentication, or use Windows Authentication with a reverse proxy such as ISA server.
