I'm confused about the term 'users'.
Does it mean 'administrator' or 'person who submits a form'?
We want around 250 local attractions to be able to fill in a form and come back and edit it periodically.
Does this mean we have to pay for 250 users?

In Cognito Forms, you can enable Entry Sharing, which allows forms to be edited after submission using secure links. These links can be included on the confirmation page, sent in confirmation emails, and manually sent when managing entries.

Even if the redirect waited a few seconds, that wouldn't guarantee that the users would never get errors (although it might decrease the frequency). It seems like a better solution would be to redirect to a page which has a function to check for the existence of the file and then do another redirect from there to actually take them to the file.

On the pricing page, 'users' refers to the administrators and other individuals who create and share forms, while 'entries' refers to the total number of form submissions. The Individual plan, for example, allows up to 500 entries per month.
