Am I able to disable new changes for a G+ post?
Say I post an image on G+ and somebody writes a really bad comment. I want to "conserve" the comment (disable new changes like deletion or editing of the respective comment) so I can show it to someone.
This has been fixed recently. Go to your Circles, right click on the circle you want to throttle or mute, and select "Show stream from this circle". At the top of the stream you will notice a slider that lets you adjust how much you want to see from that stream, including all and nothing.
If you start your comment off with a + or an @ it starts to autofill the user's name. So if you wanted to respond to me you would do +Jorge or @Jorge and then autocomplete.
The person you are responding to then gets a notification in their Plus toolbar thing:
You can also set the settings to enable notification via mail and Phone (though that can get spammy in my experience).

I don't see how. The person who wrote the comment "owns" it and will be able to edit or delete it. You can probably only take a screen shot. Better would be to report it as abuse.
