I have just deactivated my Facebook account. Can someone still block me? Am I still showing up on their friends list for them to do so?

You can change these under your privacy settings.
On your Privacy Settings page, select Custom as your plan and then "Customize Settings".
Click Posts by me under Things I share and select Customize.
From this screen you will be able to blacklist specific people from viewing your status updates and posts.
Deactivation means that all your data is still present, but not visible on the site.
Deletion would mean that all your data is actually removed from the live database (but might still be available on backups/archives).
So the practical difference is that in the first case your data is still there and could still be viewed if there was a bug in the code, while in the second case your data is gone and can't be viewed no matter how hard someone tries.
Deactivation is a useful state for a lot of data - it makes it a lot easier to implement the undo of a "delete" if the data is actually still there!

I have had a couple friends deactivate their accounts temporarily. In each instance, I was not able to see them in my friends list anymore, and their comments to my posts disappeared as well.
If you deactivate your account, you will not appear in anyone's friends list, and no one will be able to find you. They have to be able to find you in order to block you, so no one will be able to block you while your account is deactivated.
