How can I get the IDs (or links) of a Facebook user's friends? Any app for that? His/her friends are visible to everyone. I can get his/her friends IDs manually but it takes long time.

This would go against the privacy settings on Facebook. If you need a private communication channel, I suggest you send them a private message with your own address, and ask them to contact you.
You get this is JSON format by going to http://developers.facebook.com/docs/reference/api
About the 4th paragraph you need to click the link next to "Friends" (which is https://graph.facebook.com/me/friends) however the link on the page includes an Authorization token which is require to run the query.
This will give a JSON result of all friends names and Facebook ID's
