I set the setting "Use Facebook as…." to my Facebook page. However, when I'm posting on other walls than on the pages wall, the post is made as my Facebook user. How can I post as Facebook page on other pages/walls/groups?

I think your best bet would be to report the bug on this page. Probably use the third option from the bottom called "I've set the privacy of some of my content to "Everyone", but it's not visible to everyone." If you don't have access to the setting and you know moving users out of the list and into a new one works, then that might be your best options rather than waiting.
You are currently permitted to post up to 63,206 characters on Facebook in a status group or wall post. There is no difference.
In September, we increased the character limit on status updates to 5,000 characters. Today, we're announcing that you can now write posts with more than 60,000 characters. (1)

You cannot post on personal profiles or groups with a Facebook fan page. Only another Facebook fan page.
