I use Gmail for my email. I do not understand to which point in time the "date" of an email in Gmail refers: is this the local time when/where I received the email, or is it the local time when/from where the mail has been sent?
Is the "date" of an email, as shown by Gmail, local time of the sender or receiver?
Is it from the moment where it has been sent or received?

I'm not sure there is a way to find out the originating IP of a password recovery request, however it is very unlikely that your gmail account was compromised via the SMS recovery method.
For this to happen, the attacker would have had to somehow login to your account (know your password in the first place), then update your recovery options and change the phone number.
So the good news is that your account is probably still secure, and you got an SMS message from google which alerted you that someone tried to use SMS password recovery and probably failed, as long as they have no access to your phone or SMS messages.
I suspect this is linked to a google plus profile, perhaps the email is used/verified on a google plus public page or profile, or just the email of someone with an account on Google Plus.
I checked the original text of a message that I've seen this, and there was no X-Face header, or any other headers with images. However, hovering over the From line, in the extra details popup, shows another popup with a name linked to a Google plus profile (the email is not public on this profile), and offers actions to add to circles, hangout, etc.
This would explain why someone without a Google Apps account could have one, it could be a google -sans gmail, account,or google apps,or perhaps even a gmail, with a secondary email?

Gmail shows you the time when a message was sent, based on your local time zone. So the time shown is your local time, not the sender's local time when the message was sent
