I really want the font UnifrakturCook. I tried the Extensis fonts add-on, and it's not working. How can I get the font onto my Google Doc?

Yes! Google has an extensive collection of webfonts for webapps hosted on its Google Fonts site, including (currently) 23 different Khmer fonts. (On the left side of the directory, just change the "Script" option to Khmer.)
To add Google Fonts to Google Docs, you will need the Extensis Fonts add-on. Once you have installed the add-on, open a document in Docs and launch the add-on. Find the font(s) you want to add to Docs on the Google Fonts site, then go back to your document and search for the font's name using your browser's text-search function to locate it in the list of fonts. Click it to add!
In the font selector, at the bottom, is a link to "Add fonts...". Click that.
The "Add fonts" tool will open, showing all available fonts and indicating which ones you're using.
Simply find Tahoma (or whatever font you're looking for)...
...and click it so that there is a checkmark next to it. Click OK.
And now you should see Tahoma in your list of fonts while editing your document.

It's not possible to add a custom font to Docs because Docs uses special web-based fonts, not locally stored proprietary fonts. There are many fonts available in Docs, however in some languages, you can add new fonts to your font list.
