In short, yes!
Assuming you have a second language installed on your machine, you should simply be able to toggle to it normally. According to my experience Google Docs will automatically support it if your OS does. You can toggle back and forth at will (usually Cmd+Space on Mac, Alt+Shift on Windows, and user-defined on Linux) as you would in any other document.
It's now supported! I've just successfully opened an .odt document and edited it with Google Docs.
When you first open the file, you get a preview:
Now just click Open and it will open it in Google Docs.

This is not supported directly. However, one trick is to invite several users, then in the advanced sharing dialog, for everyone but the one user you would like to edit, set the access level to "Can comment". For the user you want to allow to edit set access level to "Can edit". Later you can easily switch to letting another user edit through giving him "Can edit", etc.
