I deleted all my photos from Google+ Photo, but it still don't show space is free. I also deleted all from my recycle bin in Google Drive, GMail and Photos recycle. How can I to fix this issue?

You should be able to go to:
https://www.google.com/settings/storage?hl=en
Then hover over the pie chart and it will bring up a window showing your detailed usage. Google Photos should be in the list, and that should be your total amount used by your photo storage in that folder.
When I ran into the same situation, I moved my files/folders from Bin into another folder. Moving doesn't require more space whereas copy does. Then download those files/folders. Once I had a copy locally I moved the files back to Bin and deleted them.

Did you empty the Trash in your Google Photos? They'll automatically go in 60 days, but you can force them to be deleted permanently before that. I expect that items in your Trash will continue to count against your limit.
The same should be true of your Google Drive Trash as well as the Trash label in Gmail.
