I need to make a questionnaire. The idea of the questionnaire is that it asks the user first two different questions (name and country) and after the two questions it asks that if the user wants to put some other name and country to the questionnaire. If not it goes to next questions but if yes it should save the name and country that the user has already put and then go back to the first to questions so that the user could add new ones. Is it possible to do? Of course it is possible to go back to first questions but it leaves the answers there and doesn't save the answers.

Google doesn't currently support this feature - there is no way to save a form and have a user return to it later without submitting it.
That does raise an interesting point, though. You can have the user submit the survey and edit their responses later. Instead of forcing the user to page through the rest of the survey to get to the submit button, just add a multiple choice question at the bottom of each survey page (see example below):
By using question logic, we can send survey-takers to the "Submit form" page which then gives them an "Edit this form" link that they'll need to save. Of course, when they come back, they will be starting from the beginning of the survey, but their previous answers will remain filled in.
If this all seems complicated (it is), you may want to try one of the paid survey services (I found SurveyMonkey to be a good value for the money, at least a few years ago), which make implementing this much easier (see SurveyMonkey info here).
You are right, Google Forms only allow to specify one condition in the "Go to section".
One alternative is to use several forms instead of only one. This way you could use the onSubmmit event to trigger a script that manage the question flow in order to apply complex rules.

This is not possible in Google Forms. One alternative is to create sections asking for name and country questions and include multiple option question asking if they want to add another name and question. Set this question No option to submit the form and the Yes option to go to the next question.
