When you create a hangout, just copy the URL at the top of the pop-up window that opens up. Send it to anyone you want. They need to sign in with a Gmail account (that is associated with a Google+ profile) and they will be added to the hangout.
Very late answer, but here it goes: you could use the Hangouts On Air feature.
Well, with Hangouts On Air, you can share and record your live discussions and performances with everyone!

The way to close of all opened sessions of a Google account is to change the password (see Keeping your account secure) . If the user authorized web sites and applications to access his account, could be necessary to revoke the permissions for them (see Account Permissions).
