Recently my Google home page starting having a background image. I like the plain white background. How can I switch back to the white background?

A couple of suggestions:
The Advanced Image Search doesn't have drag-and-drop, so you could block access to the Image Search home page and force everyone to use advanced.
You could whip up a page that uses the (deprecated) Google Image Search API. It provides a JavaScript interface to embed Google Image Search results in your website or application.

Search by Image is Firefox and Chrome only. You could make everyone use Safari, or... another browser.
Hopefully one of these methods should suit.
Actually, the pages previews you dislike so much are your ticket to the cached page version – the link to the cached page has been moved into the preview area:
As to the preview itself, there is no way to completely disable it I am aware of. However, if you close a preview by clicking the small closing cross in its right upper corner, previews should only pop up when you hover over the >> area to the right of the search results.
