I would like apply cell formatting to all cells except first one. I need this because first line contains description. How to achieve that?

This is almost the same as a cummulative sum, but reversed.
Formula
=SUM(B2:$B$7)
or
=ARRAYFORMULA(SUMIF(ROW(A2:A7);">="&ROW(A2:A7);B2:B7))
Explained
If you add the first formula in C2, then you're able to copy that cell (drag) to C7.
The ARRAYFORMULA will present the result at once.

You can use a range as a parameter for the ISFORMULA() function.
e.g. If you want to highlight all cells containing formulas in the range A1:J10, then you can use the formula =ISFORMULA(A1:J10) and apply it to the range A1:J10.
Note that this works with normal ranges (e.g. B2:F30), but not with infinite ranges (e.g. B:F).

It seems the easiest way is to click the cell in second row, then scroll to the bottom of the sheet (using the scrollbar on the right) and Shift-click the cell in the last row.
To select all cells in the sheet, except for the first row, proceed similarly but clicking the row numbers instead: Click Row 2 -> Scroll to the bottom -> Shift-click last row.
