I want to be able to change the percentages under each of the fruit names to absolute numbers (the respective quantities). I tried changing the 'slice label' but that only added the numbers over the slices which is not the desired result for this case. The link to the sheet depicted below can be found here. If this is not possible I would be willing to accept getting rid of the percentages all together and leaving just the labels.
Stepped area chart does not support variable width of steps. But you can use the ordinary area chart like this:

The idea is that each x value is repeated twice, and each y value is repeated twice, but they are half-step out of sync with each other. So every time we move down the rows, exactly one of two coordinates changes: x (horizontal segment) or y (vertical segment).

At the moment I believe there is no way. The options for types of chart are here and pie radar is not one (though pie is and radar is).
You might want to consider Google Charts though if so (a) any related Q may be better suited to Stack Overflow and (b) pie radar does not yet seem to be on offer in the Chart Gallery nor as a community-contributed addition.

The raw numbers should appear in the slices of the pie chart.
