What should I do if I want every time I fill out column C, to all data from B6 to C14 would appear on the notes?

=ARRAYFORMULA(JOIN(CHAR(10), B6:B14&" "&C6:C14))

I think you want something like:

=query(Submissions!B:C,"select B, C where C = 1")

where the number would need to be changed as the formula is applied in different sheets.

This can be done with an arrayformula as follows:

=arrayformula(importrange("URL", "A1:A3") & " " & importrange("URL", "B1:B3"))

The inner part describes what should be done within one row; the arrayformula then says "do it for every row".
