How can you sum specific lines?
When I add up specific lines such as A10:B20:C30 I get the entire column which doubles the figures.
It is picking up the specific totals plus the individual columns

You can use the MAX function for this, since
MAX( A3+B3, 0 )
will return 0, when the sum is negative.
Perhaps you can use the following formula.

In order to get the summation, I simply added a summation for the consecutive columns (see example).

As Tedinoz and Rubén mentioned you mixed up the operator for ranges, which is the colon with the separator for a list, which is the semicolon.
=SUM(A10;B20;D30)will work because it's a list of fields.
