I've seen this documentation on assigning lookup tables/fixtures to specific locations in CommCare.
My question is if I assign every lookup table to a location using the above docs, can I assure that users who are assigned to different locations will only get the lookup tables assigned to their location in the location hierarchy?
This normally requires a Pro Plan to setup for your project. I think your project may have an older version of the Pro Plan and needs to updated to the newest one. Once that's done, Cory's solution will work.
The export tool can't export users, groups or organisations (locations) but you could use a mapping table to lookup the location or supervisor info based on the user_id.
You could do this by adding a Mappings sheet to your export query that contains the lookup table.
Here is an example of what your query sheet might look like:
We've defined two fields, Location and Supervisor which both reference user_id. We've also added a Mappings sheet as follows:
For each user_id value we have mapped them to the Location and the Supervisor.
When the export is run it will do the lookups the final export will contain the mapped values.
To get the data for the Mappings sheet you can use the user export and organisations (locations) export from CommCare HQ.

That's correct - if you assign a row in the lookup table to a location, then that row will be available for all users in that location set.
For example, lets say I assign a particular row to the location called "Gujarat". That means that any users assigned to Gujurat or any of Gujurat's child locations (i.e. Surat or Navsari) will get that row.
