My account was locked I can't log on my account and my recovery option was my email only but I made my account when I still had my old number, and have no way of accessing that number, and can't send to a different phone number.
What are my options?

I think your best course of action is to call them. Here's what their web page says -- note the phone number in the upper right for calling from outside the U.S.:
- Click on the Setting gear button from the top right
- Click on the Update link besides your mobile number
And now you will be able to edit your mobile number and confirm it.
