I have added the extension and installed it according to the instructions given on the page but cannot find the Moderation page on Special Pages.

I also have installed extension Moderation & it works great.
Now that you have added the extension and installed it according to the instructions given on the page the Moderation page.
You can type Special:Moderation into your search or index.php?title=Special:Moderation in your browser to visit the page.
If this doesn't work.
I can help you fix the localsettings.php code correctly.
