We at Trello try to make the top search bar only return things that are "yours". To search a particular board you're looking at, it's better to use Search and Filter Cards.
Returning 12 results is a limitation of the search feature at the moment. Using a more detailed search might yield better results.

It doesn't search comments, it only searches card titles and descriptions.
