Most of the time we have several members assigned to a card.
We do it to keep these people informed.
What we need and don't have in Trello is card ownership. So this will help to filter all cards are waiting for you.

You could get this behavior right now by creating an organization and inviting everyone you want to be able to vote and comment to the organization, then creating a board within the organization and making your internal users the members of the board. Then go to board preferences and make the board visibile, votable, and commentable to organization members. It's a slight abuse of organizations, but it'll get you the behavior you want.
The side effect, right now, will be that the organization's existence, and its memberships, will be public-visible. Private orgs are in test right now (https://trello.com/card/board/private-organization-profile-option/4d5ea62fd76aa1136000000c/4e7206a8ec4fdc00003e63e7) so if the organization needs to be completely invisible to the public, you would want to wait for that.
There are only up to 5 or 6 lists that can be viewable at the same time.

In the first option I would imagine it would have to be something like
Here you would need to add up the points manually (Or create a userscript/extenstion see next option).
In the second option you can use this Chrome Extension to take care of your user points and let cards handle user stories. As you said this can be come unmanageable with next up/in progress/review/ so then you would have to keep the tracking cards to the left and the feature to the right on your board. When a new activity appears on a board ensure it is "bubbled" to the left as the most recent feature update. Assigning members can also ensure nothing is forgotten.

It sounds like what you want is different notions of 'Subscribed' to a card and 'Assigned' to a card. I can't think of a good workaround for you right now (short of just noting the card owner in the description field), but we are looking at the idea of board or card subscriptions, and an individual 'card owner' might make a good plugin.
