There are a number of applications that will allow you to browse Google Maps when offline. One of the better-known is GMapCatcher. However, I'm not sure it will allow you to use it for driving directions, if that's what you're looking for.
I believe the anser is no.
For offline access Evernote provides a client application (Mac/Windows).
It provides extra features (i.e. screen capture, drag and drop etc.)
Why would you want to use Chrome to access it offline?

As of January 27 2017, the Trello app for iOS and Android now works offline natively.
Different locales are seeing this roll out in a staggered manner but it should be available to you soon if it isn't already.
