I cannot find anywhere on a Comment something I can just right-click and copy so I can have a direct link to it. Is there any way to link to a specific comment?

If you start your comment off with a + or an @ it starts to autofill the user's name. So if you wanted to respond to me you would do +Jorge or @Jorge and then autocomplete.
The person you are responding to then gets a notification in their Plus toolbar thing:
You can also set the settings to enable notification via mail and Phone (though that can get spammy in my experience).

Use Google Plus SEARCH in a special way and you can find your comments (and other people's shares of your stuff, etc.)
Use this technique to find your comments...
Enter a Google Plus search like this:
"Ronnie Bincer" -inurl:108210288375340023376
Where the name in quotes is Your Google Plus name and the number after the '-inurl:' text is Your Profile ID.
You can find your profile ID number by going to your 'Profile' area and snagging it from within the URL up top.

There doesn't seem to be a way to right-click and link to them yet, but there is an ID on the element you can use to build a link:
For example, https://plus.google.com/+FeliciaDay/posts/DKroN5F74Sy#z13jifpa0rnrzrpud23ky1h4wrvagfzxp04#1413850339753657
If you inspect the element, you can see that each comment is wrapped in a DIV tag with an ID attribute, which you can use to build a link. I'm sure it would be possible to build some kind of browser plugin or script that would let you create links to comments using this.
