I wanted to know if YouTube delete a video if it reaches a certain number of "dislikes"?
For example, some videos are disliked by many people lets say 10,000 people and 20 likes, does YouTube want to delete such video?

If you can get the URL to the .FLV file (just google 'how to get FLV URL youtube'), Upload by Transfer is what we call it. That feature gets released next week on our platform (see blog post for details). You provide the URL to the FLV, and the cloud service pulls it off and transcodes it.

This is normally meant for production shops with automated workflows (HTTP/FTP servers) but FLV is supported and it's no different. And in the interest of neutrality I suppose you could also do this with encoding.com if you had a destination for it (an FTP server or something).
If you're not looking for a cloud service/hosted platform, then of course there are YouTube downloaders and you can just save the .FLV files off to your hard drive.
If you own the videos, or they are licensed under a creative commons license on YouTube then you will be able to combine them with the editor. Follow the steps below to do so:
Navigate to the video editor
Video Manager -> Video Editor
Now that you are in the editor select two videos (or more) and drag them into the timeline one at a time.
Proceed to name your video and hit publish
Now all you have to do is wait for the videos to process and you should be good to go with a merged video.

Google doesn't care whether people like or not a video. Google profits from people viewing the video so even highly disliked videos might be profitable for Google and they wouldn't want to take them down.
There is no evidence that Google removes videos with many dislikes. There actually is a list with the most disliked videos on Youtube that are still viewable.
