I am working on stable, low ripple +22V power supply for TLC5940 IC. I am working a circuit based on the model of Texas Instrument's LM371 circuit 
. Now, what kind of R2 and CADJ should I use for this circuit. Is Bourn's 3362 Potentiometer right choice for this task and how should I connect it to circuit, since it has three terminals. And, what kind of capacitor should I use for CADJ. I am working in Eagle.

A linear regulator like the LM317 can only source current, not sink it. Since you have the upper regulators outputs are stacked on top of the lower ones, current is flowing down through the output resistor chain that they cannot sink, and therefore the voltage rises and they lose regulation.
I think to test the BMS properly you would need some properly isolated voltages, e.g. transformer(s) with independent output windings rectified to drive each regulator, then each section will look like a battery.
A potentiometer is just a variable resistor:
-> The longer the "trace" from W to either A or B, the higher the resistance.
1) What would happen if ground was switched with the output?
2) Why do we need all three terminals? Can't I just use two of them?
In general nothing, a resistor has no polarity. However, it depends on how you intend to use it (connecting only two or all three terminals to essentially have two dependent resistors)

For CADJ use an electrolytic capacitor of 4.7 to 22 microfarads (TI used 10 microfarads for testing electrical characteristics of LM317).
Check Figure 3 / page 8 in the datasheet.

By the way, you can use a 3.9 kiloohms resistor instead of potentiometer or trimmer. You'll get almost 22 V.
