I am trying to install Windows Server 2008 32bit on a HP ProLiant D380 G9 Server and after legacy boot, at the language select page I don't have mouse and keyboard available. Switched between several mice and keyboards, none of them working.
Since I don't have keyboard available, I cannot continue the installation.
I don't use a KVM and nothing else is attached to USB ports.

Also look for a bootup message about a boot menu (F12 is popular) to see if you can pop up a menu of available boot devices.
Not trying to be a jerk, but did you boot another computer from that DVD or USB to make sure it's happy? I only say this because I've spun my wheels in this manner a few times. ;)
Virtual Media tends to work decently on the LO100i devices like the one in your system. Are you licensed properly under the Application License Key Menu?
Otherwise, when you press "Connect", you should see the file path of your .ISO image change to a URL containing the IP of your client computer and connection type (e.g. /192.168.10.55, 0, USB 2.0). If it does not do this, the .ISO will still look like it's connected, but it really isn't. When you press connect, does the IP of your client machine show up in the Virtual Media window?
HP requires that BOTH UDP and TCP port 5901 be open between the client system and the LO100i. Due to those port requirements, you may have to run the browser from an Administrator account on your PC or client system. You may also need to Connect/Disconnect several times until the IP string shows up properly like in the image below. For me it takes two tries when running as Administrator from a Windows Server 2008 client using Internet Explorer 8.

I'd suggest using the ILO if possible. I'm glad you don't have a KVM in the mix.
But are you CERTAIN that the keyboard doesn't work? I'm sure I've had situations where the mouse didn't work, but I could still navigate the installer interface using the keyboard (tab, space bar and Enter).
Another thing you could try is bootstrapping your Windows installation using the Intelligent Provisioning utility (hit
F10). This may be important because you're installing an ancient 32-bit OS (why not 2008 R2?) on equipment that wasn't designed for it. Many of the requisite drivers would be missing if you didn't do an assisted installation.
