I want to have a region in my PCB without solder mask while the other regions should have solder mask. I am not sure how do I do it in Altium? Is it by having a Solid (copper) Fill in the Top/Bottom Solder layer?

Simply place a filled rectangle or polygon on the power and ground planes. Anything you place on the plane layers will become "not copper" on the finished board.

There is also this youtube video which shows how to set layer transparencies really easily, but you need Altium Designer 13 or above.
This is as close as I can find to help you, otherwise have a look at Mechanical Layer 1 for 3D objects and maybe find how they do the purple diagonal cross hatching to show 3D bodies in 2D mode.. maybe there is something you can take from those view options and apply them to your needs?

The solder mask layer is a "negative", so to remove solder mask from an area, simply place any shape on desired "Top/Bottom Solder" layer.
